How to plan a trip to Italy, step by step: six decisions, taken in order
Dates, route, transfers, tickets, money, and the one question still holding the plan up. Settle each on the official page for your date, and the itinerary follows.

Start here: a trip to Italy is six decisions, not a list of places
Most advice on planning Italy starts with places and ends with a list no timetable can carry. This guide starts with decisions. There are six, in order: the outline, the route, each transfer, what to check before paying, the budget, and the one question still holding the plan up. Take them in that order and the itinerary writes itself. Out of order, you buy a museum slot before you know where you sleep that night.
The method is the one every guide on this site uses. For each decision, open the official page for your date: the tourism ministry's portal, the rail operator's search, the museum's own ticketing site, the municipality's tax table, the European Union's entry rules. Italy's official tourism portal calls the climate 'extremely variable depending on the location and time of year,' and the same is true of opening calendars, transport and local rules. A general Italy tip is where planning starts, never where a booking ends.
Scale explains why the order matters. Istat counted 466.2 million overnight stays in Italian accommodation in 2024, with the United States the second-largest foreign market at 23.7 million nights, and demand is concentrated: Rome alone took 9.2 percent of all nights, the fifty most-visited municipalities 42.3 percent. Where most Americans want to go, the things that need a reservation shape the day. That is why this guide puts constraints before attractions.
Each decision ends with the sourced guides that settle it and a link to the same decision on the trip-planning page, where your answers become a short outline. Nothing here is a booking, a quote or a promise. Every figure carries the page it came from and the date it was last opened.

National statistics, not a recommendation.
- Italy, Sourced · released October 17, 2026
Evidence note. The page that turns the six decisions into a short outline for the travel desk. A first conversation, not a booking or a quote; it stores and sends nothing by itself.
Decision 1: the outline. Dates, travelers, nights, and where you arrive and leave
The outline is four facts: approximate dates and how flexible they are, how many travelers, the total nights in Italy, and the airports you arrive at and leave from. Write them down first. Dates decide which calendar applies, travelers whether a timed slot or a taxi is realistic, nights how many bases you can afford to change, airports which transfer guides you need.
Choose the dates by the part of the trip you refuse to compromise on, not by a national 'best month.' Italy's tourism portal lists the national public holidays and warns that local patron-saint days can close offices and some museums. Since 2026 a national law adds October 4, the feast of Saint Francis; the portal's list had not caught up on the check date, a reason to read the law rather than the summary. A holiday does not prove a closure; that is a question for the specific museum, church or operator.
For a U.S. passport holder the entry outline is short and official. Italy's Ministry of Foreign Affairs lists the United States among the countries exempt from short-stay visas for up to 90 days within a 180-day period. The European Union's rule is that a passport should be valid for at least three months after the date you intend to leave and must have been issued within the last ten years; Italy's portal repeats the three-month rule. None of this is a promise of entry. Border guards still check the conditions on the day.
Two European systems sit on top of that rule and are often confused. The Entry/Exit System, EES, is a border procedure: it records non-EU short-stay travelers' passport data, fingerprints and facial image at the external border, and since April 10, 2026 it replaces passport stamping across the Schengen area. You do not apply for it. ETIAS, the travel authorization, is different. On the check date the official EU site said it 'is currently not in operation and no applications for travel authorisations are collected at this point,' that the start date will be announced several months ahead, and that the fee will be 20 euros. Until then, any site offering to secure an ETIAS is a warning sign.
Last, name the airports. The tourism portal's arrival page names Rome Fiumicino and Milan Malpensa as the main international hubs. A nonstop flight into either makes Italy your first external Schengen border; a connection through another Schengen airport moves that check there. The airports decide the first and last transfer, so they belong in the outline before the flights are bought.
- 01 / DATES
Write the window, then the flexibility
A month and a year is enough. Note whether the dates can move by a week.
- 02 / TRAVELERS
Count the people, then the needs
Children, mobility and luggage change which transfer and ticket type is realistic.
- 03 / NIGHTS
Fix the total before you divide it
Nights are the budget of the route. Every extra base costs a transfer day.
- 04 / AIRPORTS
Name the arrival and the departure
The airport decides your first and last transfer and where the border registration happens.

Decision 2: the route. Which places, how many nights in each, and the reason for each stop
A route is a list of bases with a number of nights beside each and a reason for each stop. Start from the nights in decision 1, then allow time for packing, checking out, reaching the station and finding the next address. Our planning allowance is roughly half a day per change of base, not a rule about every journey. Three bases are one possible first-week shape, not the right answer for everyone; the seven-day guide below shows the trade-offs.
A simple corridor often makes a more manageable route than repeated backtracking. Trenitalia and Italo publish their own networks and dated searches; compare the actual stations, departure times and changes for the places you want to visit. A high-speed network map is not a timetable, and an advertised journey time is not a promise for your train. A slower trip with fewer bases can leave more time at the places you came to see.
Then decide what the trip is for, and let that choose the places. The tourism ministry's itinerary directory sorts routes by cultural cities, villages, nature, food and wine, lakes and sport. Istat shows where everyone else goes: the north-east took 38.8 percent of all nights in 2024 and the top fifty municipalities 42.3 percent. That is not an argument against Rome, Florence and Venice, only for knowing what you are buying: more to see, more that needs a time slot, more competition for both. The guide to Italy beyond the big three sets out five regions that answer different reasons.
Some stops carry their own rules, and the rule can change by year. Venice ran a day-visitor access fee as a trial in 2026, at 5 euros for early payment and 10 for late. The city's official page now says the trial has ended and that any later application is for the municipality's governing bodies to decide. A day in Venice in 2027 means reopening that page the week before, assuming neither the fee nor its absence.
- 01 / BASES
Fewer bases than ideas
Count nights and allow time for packing, station access and each move; our half-day allowance is a planning heuristic.
- 02 / LINE
Put the bases on one corridor
Check that consecutive bases are joined by a direct service before you fall in love with the order.
- 03 / REASON
One reason per stop, in writing
A reservation, a person, a landscape, a meal. A time slot becomes a constraint in decision 4.

Decision 3: each transfer. Station, operator, timetable date, luggage, last leg and a fallback
A transfer is not 'Rome to Florence.' It is a departure station, an operator, a train or flight on a dated timetable, the luggage you will carry, the last leg from the arrival station to the door, and the fallback you would actually use. Write each transfer as those six fields and most surprises disappear.
Start at the airport. Trenitalia's page for Rome Fiumicino describes the Leonardo Express as a non-stop service to Roma Termini 'in just 32 minutes' and the FL1 regional line reaching Roma Tiburtina in 48 minutes, every 15 minutes on working days and every 30 on Sundays and holidays. They can be suspended: on October 8, 2026 the airport operator published a notice that the Leonardo Express was subject to changes for railway engineering works. For the day you land, open the operator's and the airport's notices, then choose between train, taxi and bus. The tourism portal says authorized taxis are white with a 'Taxi' sign on the roof and warns against unsolicited offers of a ride.
Between cities, use the operator's search for the date, never a screenshot of a timetable. Regional trains have their own rules: Trenitalia says a paper regional ticket must be validated before departure and used within four hours, while a digital regional ticket is validated automatically at the scheduled departure of the chosen train; travel without a valid ticket means the full fare plus a fine. The train guide below explains how to choose between high-speed, intercity and regional services.
Then check disruption notices. Transport strikes are listed on the Ministry of Infrastructure and Transport's public calendar by sector, dates, hours and scope. An announcement does not establish whether your departure is affected. For flights, check ENAC's applicable guaranteed-service information and your airline's status; for trains, use the operator's notice and train-number list. The strike guide below separates these checks.
Finally, check what the transport contract protects. Under applicable EU rail rules, an expected delay of at least 60 minutes can trigger choices between reimbursement and continuation or re-routing; compensation is a separate question with conditions and exceptions. Through-tickets matter for missed connections, while separate tickets may depend on fare terms or specific continuation arrangements. Flights have a different rights framework. Keep the contract and disruption record, ask the operator for the available solution, and use the linked rights pages rather than assuming an automatic payout.
- 01 / POINT
Name the station, airport or harbor
Roma Termini is not Roma Tiburtina, Marco Polo is not Treviso, and Naples has more than one ferry terminal.
- 02 / OPERATOR
Name the operator and the dated timetable
Open their search for your date and keep the result, not the memory of it.
- 03 / LUGGAGE AND LAST LEG
Carry what the route can handle
Count stairs, platforms and the walk from the station to the door.
- 04 / FALLBACK
Write the second plan now
A later departure on the same ticket, the taxi rank, the bus line, the accommodation's phone number.

Decision 4: before paying. What it includes, who sells and operates it, names and dates, change terms
Every purchase answers four questions: what it actually includes, who sells it and who operates it, whether the names, dates and entrances are right, and what the current change and cancellation terms are. Ask them in that order; the first two decide whether the last two can be fixed.
The Colosseum Archaeological Park says sales open 30 days before the visit on its official platform, that a time slot is compulsory, and that tickets are issued in the holder's name with an identification document kept visible at the entrances. The Uffizi names tickets.uffizi.it as its official platform. The Vatican Museums say 'the only official site for purchasing tickets online' is tickets.museivaticani.va and warn of look-alike domains that 'may charge significantly higher prices.' None of those pages promises availability on your date; the booking screen does that. Free is a rule with conditions too: the Ministry of Culture opens state museums and archaeological parks free on the first Sunday of each month, with reservation recommended or compulsory where the site requires it.
Trains have fare conditions, and the condition is in the fare name. Trenitalia's refund page says a Base fare can be refunded until the train's departure with a 20 percent deduction and not after; cheaper promotional fares carry their own limits, shown before you pay. The sales horizon moves: on March 27, 2026 the operator announced Frecce and Leonardo Express sales for travel through December 2026, and Italo says its tickets are 'generally available for purchase several months prior' to travel. If your date is not yet on sale, the screen will say so.
Accommodation carries two checks many visitors overlook. Look for the national identification code, the CIN, where required in the listing, and check the accommodation's official details before paying. Separately, accommodation providers have guest-identification and police-reporting obligations, which can explain an identity-document request at check-in; deadlines include an immediate-reporting rule for stays of less than 24 hours. Follow the provider's legitimate procedure. Do not send passport copies, numbers or other identity documents to our trip composer.
Who sells and who operates decides what protects you. The EU's package travel rules make the organizer responsible for every service in a package and provide insolvency protection; linked travel arrangements get more limited rights; and the rules 'do not cover stand-alone travel services' such as a flight or a hotel booked separately. Most independent Italy trips are stand-alone services, so your protection comes from each operator's conditions and the passenger rules above. If a car is in the plan, Article 135 of Italy's Highway Code lets a visitor not resident in Italy for more than a year drive on a non-EU license carried with an international driving permit or an official translation; the driving and ZTL guides below cover the permit and the limited-traffic zones behind most fines.

Decision 5: the budget. Currency, fixed lines, daily lines, and the costs still unknown
Build the budget in euros, the currency used in Italy, then estimate its value in your own currency. The European Central Bank's reference rates are an indicative comparison, not the exchange rate your bank, card or cash provider promises. Keep room for conversion costs and changes between planning and paying; a dated reference rate is not a fixed trip price.
The second line is how you pay. The EU's consumer rules say that before you agree to a payment involving currency conversion, the card provider, bank, trader or website must tell you the amount of any conversion fee. In practice that is the prompt at an ATM or terminal asking whether to pay in euros or dollars: the euro is the merchant's price; the dollar option is someone else's conversion with its own markup. The payments guide below goes through cash, cards and that choice.
Then the fixed lines: flights, accommodation and intercity transport, each with its cancellation terms from decision 4, plus the local overnight tax, which is not one national figure. The Ministry of Economy and Finance publishes a search by municipality for each town's regulation and rates; Rome, for example, charges its contributo di soggiorno per person per night according to a table attached to its regulation. Ask the accommodation for the amount for your dates: the rule follows the night you sleep, not the day you booked.
The daily lines are visits, local transport, food and tips. Tipping is the smallest line and the most argued: the tourism portal says it 'is not compulsory and there are no established rules,' with around 10 percent customary when you are happy with the service. Driving adds tolls, paid in cash or by card at the booth, with lanes that Autostrade per l'Italia color-codes: yellow for Telepass only, blue for cards.
Two lines can give money back or take it away. Non-EU residents can reclaim VAT on goods bought in Italy and carried out of the EU when the invoice exceeds 70 euros, if the goods leave the EU by the end of the third month after the invoice and the invoice gets its customs visa through the OTELLO system; customs says the refund is never paid by the customs offices but by the seller or a tax-free intermediary that keeps a fee. And the costs still unknown deserve a line of their own: a city fee, a strike day, a change fee, a taxi when the train is suspended. A budget with an unknown line is honest; one without is a guess.
- 01 / CURRENCY
Budget in euros, convert once
Size the trip with the ECB reference rate; pay with your own card's rate. Decline the dollar prompt unless you have read the markup.
- 02 / FIXED
Flights, beds, intercity trains, timed tickets
Each with its refund deadline beside it.
- 03 / DAILY
Local transport, visits, food, tips
Count the days, not the ideas. A timed entry is fixed; a walk is free.
- 04 / UNKNOWN
Taxes, fees, fallbacks
Tourist tax by municipality, a possible city fee, tolls, a strike-day taxi. Name them so they cannot surprise you.

Decision 6: the next decision. The one question holding up the plan, and your next action
Every plan stalls on one question at a time, and it is rarely the whole trip: whether the dates can move a week, whether two nights in Florence are enough, whether the ferry runs in March. Name that question in a sentence. Then decide who answers it: an official source, which settles most questions in this guide, or a person, when the question is about your trip rather than about Italy.
If it is a question for an official source, the five decisions above say which one: the EU's entry pages, the rail operator's search for your date, the museum's own platform, the municipality's tax table, the strike calendar. Open it, write the answer and its date into the outline, and move on. If it is a question for the travel desk, the outline you have built is exactly how to ask it. The trip-planning page turns that outline into a short email that you send yourself. It stores and sends nothing, it is a first conversation and not a booking, and any scope, fees or arrangements must be agreed before you commit to anything.
Either way, write the next action, not the next worry. 'Open the rail search for May 12 and save the Florence departure' is an action; 'figure out trains' is not. The free decision card below has the six decisions in order and a line for the next action under each.

The seven-day check
Seven days before departure, run the outline once more against the pages it came from. Entry: reopen the official ETIAS page and check the passport against the three-month and ten-year rules. Transfers: reopen the strike calendar, the arrival-day notices, and every dated train on the booking screen you used. Tickets: reopen every timed reservation for name, date and entry window. Weather: the Civil Protection Department links each region's warning site, which matters for a coastal, mountain or ferry day. A plan is finished only when its parts still join up on the day.

A trip to Italy planned this way is not less spontaneous. It is spontaneous where that costs nothing and precise where it costs a day. Six decisions, in order, each settled on the page that will still be true when you arrive, and the places are free to be places again.
