How to Get an Italian Codice Fiscale as a Foreigner

Jump to the practical guide

The codice fiscale is an official identity record, not a visa, tax-residency decision or health card. The correct request route depends on whether you are abroad or already in Italy—and why you need it.

Start with what the code is—not what the nickname suggests

Italy's Ministry of Foreign Affairs defines the codice fiscale as the alphanumeric code issued by the Revenue Agency to identify an Italian or foreign citizen in dealings with Italian public administrations, private parties and institutions. It is commonly translated as a tax code, but its practical use reaches well beyond filing a tax return.

The Ministry lists taxes and fees, inheritances, contracts, financing and property leases among the activities that require the identifier. That still does not make the code a visa, a residence permit, a work authorization, an assessment of tax residence or a health-care entitlement. It identifies the person inside an administrative or contractual record; the separate rule for that activity still decides the outcome.

If you are still abroad, choose the office before the form

The national Ministry page gives a foreign citizen who is not resident in Italy three possible channels: the Italian consular office responsible for the person's place of residence, a specifically authorized representative who presents the request to a Revenue Agency office in Italy, or an application made directly at a Revenue Agency office after entering Italy.

Those are categories, not one universal email procedure. The competent consulate's current page controls its own documentation, jurisdiction and submission method. New York, for example, says a non-resident foreign citizen can use a representative in Italy and limits a consular request to cases involving an online procedure or inability to delegate. Its current checklist asks for form AA4/8, a valid passport, proof of residence in that consular district and a signed statement of the reason. A reader outside that district should not copy New York's address or checklist without opening the office that actually serves them.

If you are moving, immigration status changes the assigning office

For an EU citizen intending to stay in Italy, the Ministry says the route is form AA4/8 at a territorial Revenue Agency office, with a reason for the request and a valid passport or identity card. For a non-EU citizen, the published route can be integrated into the immigration file instead of beginning as a separate Revenue Agency request.

The Ministry assigns the code through the Immigration One-Stop Window for entry connected with dependent employment or family reunification, and through the Questura for other residence-permit applications. That distinction matters: applying early through a different channel does not replace the visa or permit sequence, and receiving a code does not prove that the right to stay or work has been granted.

Students should not copy a property buyer's route

The Ministry's current page says a foreign student staying for fewer than 90 days may request the code at any Revenue Agency office. For a study stay longer than 90 days, it directs the student first to the residence-permit process at the Questura, where the code is received as part of that stage.

The New York Consulate also points students who need a code for university pre-enrollment to the UNIVERSITALY portal. A property buyer, an heir, a short-course student and a person entering for family reunification can therefore need the same identifier through different files. Start with the transaction or immigration process that creates the need; do not start with a generic online calculator or somebody else's checklist.

A codice fiscale and a health card are two different records

The Revenue Agency says a correctly assigned codice fiscale is one condition for issuing the Italian Health Insurance Card. The other is registration with the competent local health authority, which transmits the health-coverage data to the national system. Holding the identifier alone is therefore not proof of enrollment in the National Health Service.

The same Revenue Agency guide says a code it issues during the first 90 days of a stay remains valid beyond that period because the identifier has no link to the residence permit. That is exactly why the records must stay separate: the code can continue to identify a person even when a visa, permit, tax-residence position or health entitlement requires its own current decision.

Check the assigned data before you build other records on it

The New York Consulate tells an applicant to verify the personal data as soon as the certificate is issued. The Revenue Agency's public verification service can check whether a code exists in the Tax Register and whether it exactly matches the complete personal data entered. That is a check against the official record, not a tool for creating an official code from a name and birth date.

Use the identity document requested by the competent office and keep names, birth place, birth date and other personal details consistent across the application, certificate and later contracts. If the assigned record is wrong, correct it with the responsible office before using a self-generated alternative. A code that looks structurally plausible is not the same thing as a code assigned and registered by the Italian authority.

The six questions to answer before applying

Write down six facts: whether you are an Italian, EU or non-EU citizen; where you legally reside now; whether you are already in Italy; why the code is needed; whether the need belongs to a visa, permit, university, property, inheritance or contract file; and which office is competent for that route. Then open that office's current instructions and use its form and document list.

This order prevents the two common mistakes: treating the code as permission to live in Italy, and sending personal documents to an office that does not serve the applicant. The useful outcome is not simply sixteen characters. It is an identifier that matches the official Tax Register and is attached to the right underlying process.
