Italy Work Visa: What an Italian Employer Must Start First

Jump to the practical guide

For most non-EU citizens living abroad, a job offer is not the visa application. The employer normally opens the work-authorization file in Italy before the worker can apply at the competent consulate.

The short answer: the employer starts the file in Italy

For a non-EU citizen who lives abroad and has been offered dependent employment in Italy, the first administrative move is normally made by the employer—not by the worker at a consular window. Italy's Interior Ministry says that the Italian employer, or a foreign employer lawfully resident in Italy, submits a named request for work authorization, the nulla osta, to the competent Sportello Unico per l'Immigrazione.

Only after the work authorization has been obtained does the Foreign Ministry direct the worker to the competent Italian diplomatic or consular representation to request the entry visa. A recruiter conversation, draft contract or verbal offer can begin a hiring discussion, but none of them replaces that official sequence.

A job offer and a nulla osta are two different records

The Sportello Unico is active at each Prefettura. Its official description separates authorizations for ordinary fixed-term, permanent and seasonal employment within Decreto Flussi quotas from authorizations for particular categories under other provisions of the immigration law. The employer submits through the Interior Ministry's online procedure to the Sportello Unico for the province where the work will take place.

That means the useful question is not simply whether an Italian company wants to hire someone. The employer must identify the legal employment channel, the competent province and the current filing route. A professional title alone does not establish that a place exists under a quota, that a special category applies or that the authorization will be issued.

Decreto Flussi is a current operating file, not a permanent promise

Italy is operating a multi-year 2026–2028 framework for legal entries of non-EU workers, but implementation still depends on current annual circulars, filing periods, categories and territorial allocations. The Labor Ministry's live record now lists both 2026 allocation measures and the October 2026 circular for the 2027 annual cycle.

A national quota headline therefore does not prove that one employer can file one worker now. Before either side spends money or treats a start date as fixed, the employer should reopen the current implementing record for the relevant year, sector and filing channel. This dossier does not reproduce a quota number because a total is not an individual vacancy or authorization.

The consular application comes after the Italian authorization

The New York consulate's current subordinate-work page illustrates the second file for applicants who actually fall within that consular jurisdiction. It says the employer requests the nulla osta in Italy and that the Sportello Unico sends the authorization and employment residence contract to the diplomatic representation. The applicant then presents the consular visa materials required by that office.

New York is an example, not a national checklist for every applicant. The competent representation is determined by the applicant's legal residence, and another consular district may publish different forms, appointment instructions or supporting documents. The same page also warns that presenting the requested material does not guarantee a visa.

The visa gets the worker to Italy; the residence permit is the next file

The Interior Ministry separates the two authorities: the embassy or consulate issues the visa abroad, while the Questura issues the residence permit in Italy. Its national guidance says the permit must be requested within eight working days. The long-stay work procedure also returns the worker to the Sportello Unico that issued the nulla osta to complete the required documents and obtain the permit-application kit.

The worker then submits the kit through an enabled post office and follows the appointment and status process for the competent Questura. An entry visa, a signed job contract and a residence-permit application are connected records, but they are not interchangeable proof of the same stage.

Do not force a different case into this sequence

This route answers one narrow question: first employment in Italy of a non-EU citizen who is resident abroad. An EU citizen, a person already holding an Italian residence status, someone seeking a conversion, a self-employed professional, a digital nomad or remote worker, and a candidate for a particular category such as an EU Blue Card may open different records.

Before treating any checklist as applicable, write down five things: the worker's citizenship and current legal residence; the actual employer and place of work; the employment category; the current quota or particular-category basis; and the consulate and Italian office competent for the case. If one remains unresolved, the file is not ready for a promised start date.

This dossier organizes the national and New York consular records visible on October 7, 2026. It is general information, not immigration, employment or legal advice. It does not test a quota, classify a job, submit a nulla osta, choose a consulate, approve a visa or calculate a start date. The employer and worker must reopen the current records for the real year, category, province and consular jurisdiction before acting.
