Your first student residence permit
The visa got you to Italy. The postal kit, the receipt and the Questura appointment are a different file. Here is how to keep the steps separate.

The short answer: apply within eight working days
For a non-EU student arriving from abroad on an Italian long-stay study visa, the visa is not the end of the immigration process. Portale Immigrazione says the residence-permit application must be made within eight working days of entry into Italy. The University of Turin gives that same deadline for its students. This is a filing deadline, not a promise that your plastic card will arrive in eight days.
This dossier covers that first student application for a stay longer than 90 days. It does not cover EU citizens, short courses, permit renewals, conversions or the special rules for some students moving between EU countries. If one of those describes you, establish your route before using this sequence. Do not choose an application merely because a friend's circumstances sound similar.

Before arrival, identify the desk—not just the form
Treat the first days as an administrative sequence, not a search for one magic document. Before traveling, find your university's current international-student instructions, identify the help desk for your campus and ask how to prepare the first application. Turin offers university support and describes a postal-kit route; Padua also provides assistance for its students. An appointment for help is not the same event as submitting the application.
Our planning suggestion is to write down four things before departure: the entry date you need to document, the office that can resolve a missing item, the filing channel and the next action with a deadline. Recheck that plan once you arrive. If a support appointment is later than the filing deadline, ask the competent office immediately how to proceed; do not assume the appointment automatically extends the deadline.

Build a document file around your actual course and address
Use the current checklist for your student category, rather than copying a visa checklist into the kit. Turin's first-application guidance includes passport and visa, relevant passport copies, evidence of financial support and health coverage. Its study evidence distinguishes degree-seeking students from exchange students. Padua additionally spells out accommodation records, including different evidence for university housing and private accommodation.
Our useful dividing line is identity, study, support, coverage and accommodation. For each, record which document your office requires, whether you have the original and which copy belongs in the application. Do not assume a booking confirmation proves everything about your address, or that an admission email is the certificate required at every stage. If enrollment is still being completed, ask the university which evidence it accepts at filing and which must follow. Keep that answer with the file; this article cannot approve a substitute document.

The postal kit: use Sportello Amico and keep the envelope open
For the postal route, identify an authorized Sportello Amico office. Portale Immigrazione describes the yellow-banded kit and free assistance from authorized municipalities or patronati. It requires the applicant's identification and submission in an open envelope. The University of Bologna specifically instructs students to sign the first page in the postal operator's presence. Prepare the paperwork without assuming you should seal or pre-sign everything at home.
Our desk check is deliberately short: correct student category, complete attachments, original identification, current payment instructions and the signature procedure. Separate copies intended for submission from originals you must retain. If instructions appear inconsistent, ask the competent help desk before filing. A downloaded template or a paid intermediary's checklist does not settle which route applies to you.

The cost is a set of components, not one universal price
Poste lists a €16 revenue stamp, €30 paid at postal submission and €30.46 for producing the electronic document, plus an applicable contribution depending on the permit's duration or type. The production charge and contribution use a designated payment slip. Those components are not a universal final quote for every applicant.
Make your own payment record with the purpose of each charge, the amount the current instructions require and the receipt. Recheck the applicable contribution before paying. Do not confuse a university service, a private assistance fee or an insurance purchase with the government and postal charges. Paying an amount does not by itself demonstrate that the application was accepted or approved.

The receipt, the appointment and the card are three different things
Poste distinguishes the application receipt from the Questura appointment letter. The receipt records submission and has tracking codes; for a first issue, Poste says to keep it with the passport. The appointment letter gives the next place and time. If an appointment cannot be scheduled, Poste describes a later registered letter to the Italian address supplied. Neither document is the issued card.
Our recommendation is to label your records by what they actually prove: submitted, appointment scheduled, additional evidence requested, card ready and card collected. Do not rename a postal acceptance 'permit approved' in your own calendar. Save a readable private copy of each record and keep the original where the official instructions require it. Treat tracking codes as private: a screenshot posted publicly can reveal more of your application than you intended.

Evidence note. Receipt and appointment are separate records. Our status labels and privacy precautions are editorial recommendations, not official processing stages.
Prepare for Questura without inventing a card-delivery date
Bologna describes the Questura visit as the stage for personal and biometric data. Its checklist includes the original passport, four recent matching passport photos with a white background, the original filing receipt and the appointment sheet; originals of copied documents may be checked. Use your own appointment instructions for the exact requirements, place and time.
Before the visit, compare the appointment notice against your retained file and write down any unresolved document question. Afterward, keep every request and deadline together. A classmate's collection date is not your processing guarantee. We deliberately do not turn a university's local estimate into an Italy-wide waiting time: the useful question is what your own file still requires and how the competent office tells you the card is ready.

Evidence note. A student checklist, not a guaranteed national processing time. Reader-specific appointment and collection instructions take precedence.
Can you travel while waiting? Do not treat the receipt as a travel pass
Bologna's residence-permit FAQ conditions travel while waiting on the entry visa's validity and entries allowed. Its separate advice about going home without Schengen transit concerns a renewal and an expired permit. Do not transfer that renewal advice to a first application. A receipt alone is not a blanket authorization for travel through another Schengen country or for re-entry.
Before buying a ticket, put the actual route in writing: destination, each transit country, return date, visa expiry and entries available, plus whether this is a first issue or renewal. Ask the competent immigration office or consulate about that combination and confirm boarding requirements with the carrier. A cheap connection is not useful if your documents do not support the journey. We have not cleared a reader's itinerary or established a personal right to board.

Evidence note. First issue, visa validity and renewal are not interchangeable. The itinerary check is our recommendation, not individual travel clearance.
Keep one arrival record with a next action—not a folder of unexplained scans
Our original arrival record has four lines. Identity and route: the passport used, course, campus, entry evidence and the student category confirmed with the university. Filing: the deadline checked, assistance contact, required attachments, submission date and where the original receipt is kept. Do not put private document numbers in a shared public checklist.
Next action: the appointment notice, a missing document or a question that needs an answer, with the responsible office and date. Completion: the collection instructions actually received and any university step still outstanding. Keep the labels factual; 'help requested' is not 'application filed.' This is a recordkeeping aid, not an official form or a substitute for an accepted application.
The practical goal is to make the next necessary action visible before it becomes urgent. Use the linked visa dossier for the pre-arrival stage and the housing and tax-code dossiers for their separate questions. None of them replaces the first residence-permit application. If your situation does not fit this article's scope, take the record to a qualified adviser instead of forcing it into the wrong sequence.
