Italy's €1 Houses in 2026: What the Price Does—and Does Not Buy

Jump to the practical guide

There is no national one-euro-house store. Each municipality controls its own properties, deadlines and conditions—and the current record may show an allocation, a paused list or no open round at all.

The first fact is local: there is no national inventory

The phrase ‘one-euro house’ describes separate municipal programs, not one Italian property market. A town can publish a call, assign the homes, pause its list, reopen a later round or use a different minimum price. A headline that names Italy but does not name the municipality and the current notice is missing the record that decides whether anything is actually available.

Start with the municipality's own website. Look for the current call or service page, the property sheet, the deadline and the final allocation notice. An old news article can explain the idea, but it cannot prove that a house is open to applications today.

Penne's 2026 result shows why the €1 headline is unreliable

Penne published the result of a round that closed on January 31, 2026. Five properties were available. Four were assigned: two at €5,000, one at €2,000 and one at €100. The fifth did not reach its minimum sale price and, according to the municipality, was to return in a later call with other properties.

Those figures are results from that specific round, not asking prices for a current national list. The same notice says the next step was the private sale contract and delivery of the properties, and that the new owners had to submit their projects and begin renovation work within 2026. The winning price was therefore only the start of a timed property project.

Sant'Elia proves that a live program page is not a live property list

Sant'Elia a Pianisi still labels its one-euro-house service active and publishes an application route for individuals and legal entities. Its separate project update, however, says that the list of available houses is temporarily hidden while the municipality checks the participating properties, requirements and participation details.

The honest current answer is therefore narrower than ‘homes available now.’ The program exists, but the municipality's own update does not expose a verified current inventory. Until the list returns, a reader should not copy the eight-home figure from the 2023 announcement into a 2026 availability claim.

The symbolic price does not erase the transfer bill

Sant'Elia's service page says the buyer pays the agreed purchase value to the seller and bears the expenses connected with transferring ownership. Italy's Revenue Agency separately explains that a home purchase can involve registration, mortgage and cadastral taxes, with the treatment depending on the seller, the transaction and whether the legal conditions for first-home relief are met.

Do not add a generic percentage to €1 and call it the total. The taxable base, cadastral record, seller, relief conditions, notarial work and municipal program all need the real file. The Revenue Agency's March 2024 guide says that the proportional registration tax has a €1,000 minimum in the ordinary private-sale examples it describes, before any case-specific analysis.

A foreign buyer has two more files to keep separate

The Italian Notariat advises a buyer to involve a notary before signing a proposal or preliminary contract, because those documents can already be binding. It also explains that a non-EU citizen's ability to perform a legal act in Italy can require a reciprocity check. That question belongs with the notary and the buyer's actual citizenship and legal status, not with a viral property list.

Ownership and immigration remain separate. A deed can be a housing record, but it does not itself choose a visa, authorize work or create the residence permit for a long stay. Check the right to buy and the right to live in Italy as two different decisions before treating a low purchase price as a relocation plan.

The five-file test before you call it a bargain

Open five files in order: the municipality's current call and property sheet; the ownership, succession, mortgage and cadastral record; an independent technical survey and the permits required for the proposed work; the full acquisition and renovation budget; and the separate citizenship or immigration route for anyone planning to live in Italy.

If one file is missing, the answer is not yet a bargain. It is an unresolved property project. That is the useful meaning of the €1 headline: it can point to a local regeneration program, but only the municipal record and the real building can show what is being offered now.
